Truffaut and Mr. Kurosawa have have each made better films than the ones by which they were represented in this year's Oscar contest, but both ''The Last Metro'' and ''Kagemusha'' are superior to most films made by anybody in the last several years. That it should be so honored by the academy is incredible, but it's less of a comment on Soviet film making than on the academy committee that picked the five foreign-film nominees and then on those academy members who decided that the Soviet film was the best of the lot. According to academy rules, only those members who prove they've seen all five nominees are eligible to vote for this particular Oscar. It's as if Rona Jaffe had won the Pulitzer Prize for fiction - something that I don't think even she would expect. Perhaps not.
